Registration

Will a color-changing wrap get my scooter fined in Vietnam?

Wrapping a scooter is completely normal in Vietnam. What people mix up: is the wrap legal and does the color on your cà vẹt (registration certificate) still match are two different questions.

A wrap isn’t banned just for being a wrap. What the law looks at is the paint color on your registration. Decree 168/2024/ND-CP, Article 32(1)(a): changing the brand markings or paint color so it no longer matches the registration. Fines: individuals 200,000–300,000₫; organizations 400,000–600,000₫. On top of the fine: an order to restore the color on the registration (Article 32(19)(a)). Not legal advice — the figures come from the published regulation.

The fine is small. The hassle is the restore order: remove the wrap or re-register the new color.

When is a wrap usually not treated as a color change?

Going by common enforcement practice — not a rule spelled out in the law: small decals, logos, stripes and graphics over the original dominant color, where the bike still reads as the color on the papers, are usually not treated as a color change.

When should you plan to re-register?

When a full-cover wrap makes the dominant color clearly different from the registration: a white bike turned red, a black one turned olive green all over. That’s when to ask the registration office before you order.

  • A black Vision with a graphic that keeps the black base — lower paperwork risk.
  • A white Vision wrapped red all over — plan the registration step in.
Two Honda Visions: a graphic on a black base keeps the dominant color, a red wrap changes it completely
Left: a graphic — it still reads as a black bike. Right: a wrap that changes the dominant color — this is when the registration matters.

Re-registering the color (a summary of Circular 79/2024/TT-BCA and common practice): apply on the public-services portal, bring the bike in for inspection, pay about 100,000₫ for the new certificate, and allow roughly 2 working days. Only your local registration office can give you the exact details. TXD doesn’t offer vehicle registration services.

TXD doesn’t hide this to sell wraps. Pick a design on txd.bike, rotate it in 3D and check for yourself: is the dominant color still close to the one on your registration? If you’re unsure, message us on Zalo with a photo of your cà vẹt (cover the plate number if you like) and a photo of the bike.

Electric? Electric scooters and motorcycles that have a plate and a cà vẹt fall under the same paint-color rule in Decree 168. Unregistered e-bikes are different — read more at /guides/xe-dien.

This isn’t legal advice. The law and local enforcement can vary. The pre-wrap checklist is on the “Before you wrap & when you remove it” page.
